This research report examines the need in the Netherlands Antilles for retraining, retraining and further training and what must be done to meet that need. In addition, it examines the question of how to deal with the existing institutional environment, with the coherence with other policy areas and with changes in the socio-cultural environment? It also shows how people with no or insufficient training, with little or no work experience can be encouraged to participate in retraining, retraining and further training in a disciplined manner?

The result of this research provides starting points for the method of approach that can best be used when setting up projects for retraining and further training.
